Raikou is said to represent the lightning that ignited the fire on the Brass Tower

Entei is a Fire type Legendary Pokemon introduced in Generation 2. Entei has no known evolutionary line, and is one of the three Legendary Beasts along with Raikou and Suicune, who died in the Brass Tower, who were then resurrected from the dead by Ho-Oh. Entei is said to represent the fire that burned the Brass Tower.
Suicune
The Aurora Pokemon
Suicune is a Water type Legendary Pokemon introduced in Generation 2. Suicune has no known evolutionary line, and is one of the three Legendary Beasts along with Raikou and Entei, who died in the Brass Tower, who were then resurrected from the dead by Ho-Oh. Suicune is said to represent the rain that put out the fire after it burned the Brass Tower.
